On 25th March 2025, the BCCI conducted the captains' meeting of IPL 2026 in Mumbai. All the full-time captains of all franchises were present there, and one stand-in captain was also present, i.e., Ishan Kishan representing SRH. The captains meet happens every year; however, this year's captains' meeting is important because the BCCI authorities introduced multiple new rules and explained major guidelines.
There were multiple guidelines that were talked about during the meeting, but the two most interesting topics were two bouncer rule, bat checks, and the ball replacement provisions. Another major topic that was discussed during the meeting is the legal way of taking a catch and the fielder's movement around the ground.
When and where did the captains meet
The annual captains' meeting with the Board of Control for cricket in India (BCCI) was held on 25th March 2026 in Mumbai. Ahead of the 19th edition of IPL, the discussion between the BCCI authorities and the captains was very important regarding multiple factors, including the impact of the substitute rule and the code of conduct. The meeting was formal, and it was addressed by former Indian player Javagal Srinath and Nitin Menon, who are the head of match referees and umpire panels, respectively.
Multiple rules were discussed during the meetings, including the replacement of the ball when it is lost or unfit to play, retired Out calls, and the use of saliva. The ban on using saliva to shine the ball in International Cricket was lifted after September 2022; however, the ban was lifted for the IPL ahead of the 2025 edition. The permission to use saliva in IPL was obtained after the agreement of all 10 captains. A ball change option is also implemented in IPL 2026, where the bowling team can change the ball after the 10th over.
The ball-catching rule
During the meeting, IPL captains have been informed regarding the fielder movement before and after completing a catch. The team captains have been told clearly that a fielder must have control of the ball and his body before the catch is deemed complete and celebration breaks out.
According to clause 33.3 and page 64 of the playing condition states a point “the act of making a cat shell start from the time when the ball first comes into contact with a fielder's person and shell and when a fielder obtains control over both the ball and his own movement”. This point was heavily focused on by the BCCI authorities during the meeting.
The BCCI authority has also shown the clips of several players, including some from the recent T20 World Cup, where players took catches that are deemed illegal and unfair. The officials stressed that fielders body must be under control to make the catch valid.
The impact player rule
The controversial impact player rule that was introduced in IPL 2024 was also given clarity by the BCCI authorities. The BCCI authorities have informed that the impact player role is here to stay for at least another season. When the issue regarding the rule was raised, the authorities told captains and managers that there would be no immediate review of the provision of the impact player rule.
Axar Patel, the captain of Delhi Capitals, has openly opposed the impact player role by saying, “I don't like this rule honestly because I am and all rounder. Earlier, you would pick and all rounder for batting and bowling. Because of this rule, the team management goals for a particular batsman, all bowler thinking, ‘why do we need and all rounder?’”
New ball changes
The new ball changes are also one of the most significant changes in IPL 2026. Under this option, the team bowling second can request a change of goal only once after the completion of the 10th over. This is applicable only once during the second inning of the evening games respective of any factor of dew or not.
According to the new rule, the empires can change the ball for being wet, out of shape, lost, and damage anytime before the 10th over. The fielding captain can still request a ball change after the completion of the 10th over, and the empires will have to change the ball.
Conclusion
The BCCI authority has guided the captains and allowed them to understand clearly the new rules and guidelines. There are multiple aspects and factors that the capitals must understand before stepping into the field for IPL 2026. With the new rules, it will be interesting to watch the strategies of all the teams in the upcoming season of IPL.
